New chief investigator appointed in case of Victoria police chief

Probe continues in allegations against suspended chief Frank Elsner

The Officer of the Police Complaint Commissioner has appointed a new external investigator in the case of suspended Victoria Police Chief Frank Elsner.

The police watchdog announced Tuesday that it has assigned Chief Supt. Trent Rolfe to the role, replacing Sean Bourrie who has retired from the RCMP.

In 2015, the Victoria and Esquimalt Police Board launched an internal investigation after Elsner was found to have exchanged private Twitter messages with a female officer from the Saanich Police Department, who’s also the wife of one of Elsner’s subordinates.

An independent lawyer investigated the matter and concluded there was no inappropriate relationship, but there was an inappropriate use of direct messaging and social media.
