Victoria-Esquimalt police mediator cost province $111,000

Lee Doney appointed in August 2012 to help Victoria, Esquimalt agree on VicPD cost-sharing and service model

The mediator appointed to oversee a policing agreement between Victoria and Esquimalt billed the Justice Ministry $111,100 for his $200-per-hour services.

Lee Doney, a former B.C. deputy minister and chairman of Western Forest Products Inc., was appointed to help the two municipalities agree on costs and services for Victoria Police Department policing in Esquimalt.

Doney, through consultancy firm RLD Strategies, billed 555.5 hours between August 2012 and August 2013 to produce a report for the Ministry of Justice on the negotiations.

Esquimalt and Victoria announced a policing framework agreement on April 17, about 18 months after negotiations began.
