Since coming to live in Victoria under a year ago I must say I am surprised there are not more assaults than you are reporting. The reason being is the street lighting in Victoria is the worst I have ever seen and I have lived in a few cities in the world.
I live on Cook Street and I am afraid of walking in the dark in my area and also the Fernwood area where I have family. It is also amazing when I get on a bus at night I cannot see the people’s faces on the bus because of the lack of light, I have never seen that before in any city.
So, my opinion is it starts with the city’s lighting. How convenient for would-be attackers hiding in the gloaming.
