Victoria should match Saanich organics system

I compost all of my organic waste and plan to continue to do so. I would, however, be very happy to be able to take my garden clippings to the local works yard as do my friends in Saanich. They have to apply for a card to admit them to the public works recycling yard, but do so with proof of residency. It works brilliantly and is very popular.

If the curbside plantings in Saanich are a result of this program of making compost with the yard waste, why can we not do the same in Victoria?
