After reading this article and understanding the issues surrounding speeding in this area, it is easy to see that any solution may not be simple.
Now, I have never been a supporter of photo radar, in fact, I consider myself a victim of it in the past and vocally supported its removal. That being said, I do believe that photo radar could be used as a deterrent for speeding in this case, if it were installed on a permanent basis and signage provided on the highway leading up to this exit gave ample warnings to drivers.
