Former Victoria police chief has a new job

Frank Elsner hopes to begin providing security expertise to cannabis companies.

Victoria’s former police chief, who last week resigned from the force and severed his ties with the Victoria and Esquimalt Police Board, has started his own consulting company.

According to his Linkedin profile, Frank Elsner is now the Managing Principal Consultant for UMBRA Strategic Solutions. The company’s bio says it was “formed in response to the emerging legal cannabis market, and the lack of high-level, professional security and legitimacy in many sectors”.

“As communities have evolved due to the legal cannabis industry entering the mainstream, I have advised and worked with communities and businesses to provide an environment that is safe and secure for all those involved,” Elsner writes in his profile.

“I have worked with government to assist in shaping legislation that meets the needs of everyone. I believe trusted voices are needed in the cannabis industry to support legitimate individuals and companies so the general public feels confident that the industry is operating within the legislation, is safe, and is free from organized crime.”

Elsner still faces disciplinary hearings over 11 allegations of misconduct during his time as the Chief Constable of the Victoria Police Department, stemming from investigations launched into his alleged inappropriate behaviour with the wife of a subordinate officer.

With his new company, Elsner offers the ability to liaise with government, provide advice to businesses, conduct security audits and help with negotiations.
