Sex offender who targeted children moving to Victoria, warn police

The Victoria Police Department is warning residents to keep an eye out for a convicted sex offender moving to local halfway house this weekend.

James Douglas Campbell, 63, has a disturbing history of sexual assault against young girls between the ages of five and 12. He has repeatedly violated his parole conditions, most recently in Abbotsford in 2011 when he left his jurisdiction without notifying police.

Campbell is serving his third federal sentence of 24 years for several criminal offenses dating back to 1990 in Alberta and Manitoba. They include five counts of sexual assault against children, break and enter, forcible confinement and weapons offences, said VicPD Const. Mike Russell.

Campbell's parole conditions include not consuming any alcohol, avoiding children under the age of 18, playgrounds, parks and schools and not leaving the Capital Region.
