Uncertainty about whether Esquimalt will continue to receive its policing from VicPD is keeping the department understaffed – and under budget.
Financial controller Scott Seivewright said the budget will likely see an operating surplus of $440,000 this year, because VicPD has put off hiring four new members until that uncertainty is resolved.
