Island Health is stepping in after determining a Victoria long-term care home is failing to meet legislated standards.
An administrator has been temporarily appointed by Island Health’s board of directors to manage the day-to-day operations of Victoria Chinatown Care Centre.
“Providing high quality, safe, dignified care for seniors in our publicly funded long-term care facilities is a key Island Health priority,” said Leah Hollins, Island Health board chair, in a statement. “Due to the operator’s inability to meet the care expectations outlined in legislation, the board of directors has taken the extraordinary action to appoint an administrator to manage the facility.”
The appointment was based on recommendations from the South Island medical health officer and Island Health’s Community Care Facilities Licensing program following numerous complaint-based inspections.
A review undertaken in August and September by the licensing program found two key areas of non-compliance under the Community Care and Assisted Living Act and Residential Care Regulation, according to Island Health. Contraventions included failure to meet the needs of people in care, staff not demonstrating the skills and abilities to carry out assigned duties, equipment not kept in good repair, lack of appropriate care planning, and actions that may diminish the sense of dignity of a person in care.
Officers conducting the review also cited the turnover of key members of the site’s leadership team.
The new administrator, Derek Haynes, will report to Island Health’s board of directors and will provide on-site responsibility for the daily operation and management of the facility.
Haynes will take on the role for six months starting Sept. 20. He has worked in long-term care and assisted living for more than eight years and recently was the manager of Glengarry Hospital.
Victoria Chinatown Care Centre is a non-profit 31-bed facility that is funded by Island Health and is operated by a volunteer board of directors.
